Charles O'Donnell

Charles is an independent security consultant providing security risk management and advisory services to public and private sector clients including security service providers.

He specialises in security framework and organisational design, policy, risk assessment and analysis, physical and electronic security design and review, and incident management.

With a total of 29 years security industry experience in New Zealand and Australia Charles has worked for Multi National Corporates including IBM, Westpac and National Bank of New Zealand. He has also held the position of Departmental Security Officer for The Treasury.

Through these roles Charles has gained an in-depth understanding of enterprise security risk management; he has managed executive protection programmes, been a member of crisis management teams and has facilitated and participated in “post critical incident” reviews including psychological debrief and reporting.

As a consultant Charles has completed commissions with various government agencies including District Health Boards and SOE’s as well as a number of private sector Property and Facilities Management companies and leading New Zealand Banks.

In 2002 Charles established Integrated Security Solutions Limited as a self-employed independent security consultant; in 2006 he merged this company with Bob Campbell Consultancy where he was joint owner and principal consultant until 2009 when he joined Westpac New Zealand Limited.

Charles returned to consulting in 2014 after spending 5 years with Westpac where in September 2011 he was appointed Senior Manager, Security Risk Management. The following year Charles was honoured with a nomination by Westpac Group for Risk Professional of the Year in the category of innovation.

From January 2014 to August 2015 Charles traded independently as Enterprise Security Risk and worked with a number of clients on various security projects.

Charles joined RISQ New Zealand Ltd in September 2015 as a principal consultant and company director. He is a current member of ASIS International and ASIS New Zealand where he provides assistance to the local chapter committee. Previous memberships include representing ASIS New Zealand on the Crime Prevention Partnerships Forum and the New Zealand Bankers Association Physical Security Working Group.

Panel Discussion: FM and integration in the design process

Of the all the phases of a building’s life cycle, the operational phase carries the highest financial cost to the building owner and/or occupier. Yet there are many examples of decisions made during the design and construction phases that result in costly operational and maintenance challenges.

With the objective of identifying ways in which the management and operation of buildings can better influence these early phases, this session presents the audience with the opportunity to hear what key stakeholders have to say, to direct questions to the panel members and to share their experiences of good and not so good building design.
